The Bureau for Industrial Advancement
This was the central organization, located on, to promote the development and advancement of local industries in Kyoto@Prefecture. In 1869, the prefecture installed an office for local industrial development. In 1871, the Bureau for Industrial Advancement was@established as the governing body for business and@trade in Kyoto Prefecture. A plan for increased production and industrial promotion was actively sought with industrial start-up funds collected as a source of revenue by this bureau. A variety of production and manufacturing establishments, encouraged by Akashi through advanced Western technology, was established based on this developmental plan. Further, in the vicinity of the bureau, various representative enterprises, which prospered because of the plan, such as , textile factories, research and development, silk reeling factories, and dyeing factories, were established.
